
Growing the town of The Haven is a side quest that becomes available after clearing the Regenstein main quest. This optional quest spans the entire main story and even in the postgame. You’ll get some rewards each time you upgrade the town.
Warning: this guide contains heavy spoilers for Dragon Quest VII.
Starting The Haven
You can start this quest after you save Regenstein in the past. You’ll find the new island to the south of Pilchard Bay.

Land there and enter The Haven. Talk to Carey, the girl in front of the giant rock. She wants you to recruit people to make a town. Answer with “yes” and then go back to Pilchard Bay.

Head to the docks and talk to the bard, Phlegmrique. He’ll agree to join the town. Go back to The Haven, talk to Carey again and accept to keep helping her. She’ll also give you a Stone Tablet. You can use these tablets in the altar below the central rock to explore different dungeons.

Upgrading The Haven
From this point onwards, you can find and recruit different NPCs for the town after you clear certain points in the main story. The town will also be upgraded after getting a certain number of residents. For the first upgrade, you’ll need to find two more.
For the first resident, Zoom to Estard and go to the second floor of the inn. Talk to Gene in one of the rooms.

Zoom to Ballymolloy now and look for Fuchsia. She’s on the second floor of the central building.

You can go back to The Haven now and see that there’s a new building. Break the barrels inside this building to find a Mini Medal. Talk to Fuchsia and Gene in the town to get two Stone Tablets.

Upgrading The Haven again
The next resident shows up after you cleared the Faraday scenario. Zoom to Emberdale and look for Goyldon in the bar to the northeast of town.

Next is Axel. You’ll find him in Frobisher’s inn, after clearing Greenthumb Gardens.

Once you finish the Alltrades Abbey in the past, two more residents will show up. Search for Drake in La Bravoure’s inn, and Zeppelina in Pilgrim’s Rest’s casino.


Head back to The Haven to find it upgraded once more. Talk to all the new NPCs to get their respective Stone Tablets. There’s also a new Mini Medal in the same bar as the previous one, and another Mini Medal inside the pots below the table at the northeast. Also open all the wardrobes in the houses to get a Shellmet, a Garish Garb and a Shimmering Dress.

Upgrading The Haven a third time
After you save Gröndal in the past, look for two new residents. Neville is inside the giant pot in Al-Balad, and Neil is in Gröndal’s inn.


Once you finish the main quest in El Ciclo, head to the clock tower. You’ll find Mercuria on the second floor.

After you save either Nottagen, Providence or Hubble, two more residents will become available. Talk to Mac, to the right of the sphinx in the Likeness of Great Spirit, and Mick, in the basement of the northwestern tower in Wetlock.


Two more residents will show up after you clear the Buccanham scenario. Talk to Kuistian in the Aeolus Vale church, and Quaynan, in the small bridge to the southwest of Providence.


After recruiting so many NPCs, go back to The Haven to see it has grown once more. Now there is a casino in the northern house, which you can upgrade later.
Talk to each one of them for their respective Stone Tablets, and then head to the house at the east. There are four chests there that you’ll be able to open once you get the Ultimate Key. Open them to get the Orichalcum Fangs, a Royal Mail, a Mysterious Fragment and a Malevolent Heart. Also, break all the pots in the town to get three more Mini Medals.

Upgrading The Haven one last time
First, make sure you looted everything from The Haven before recruiting this NPC, because when the town upgrades, the items will disappear.
After you release the four Elemental Spirits and before entering the final dungeon, head to the top of the lighthouse in Buccanham Palace. Talk to Goolio and he’ll go to your town.

Head back to The Haven and enter the same house that had the four treasure chests. After a dialogue between Goolio and Phlegmrique, you’ll get the last Stone Tablet. The casino now is also upgraded, and it will have better prizes.
Bonus resident
There is one secret resident that you can find after you finish the game. You’ll need to beat the main story and the two bonus dungeons: the Cave to Another World and the Cave to Yet Another World.
After you beat the boss of the second dungeon, you’ll have the choice to send The Almighty to your town! He won’t give you a Stone Tablet, but now you’ll be able to fight him in The Haven instead of having to do the entire dungeon every time.
