There are 4 Speech skill books in the base game of Fallout: New Vegas, and 2 more in the Old World Blues and the Dead Money DLC respectively.
Quick tips before you start:
- Get the Comprehension perk. The Comprehension perk will increase the number of skill points gained from each book. If you are planning on hunting down all of the skill books, this perk is a must-have.
- Leaving the Sierra Madre will make the book in the Dead Money DLC unobtainable. Due to a design decision, the Sierra Madre cannot be re-entered after leaving it, so make sure you grab the book before you go.
Location 1: Cerulean Robotics
Cerulean Robotics is an abandoned robot factory located in Freeside.

To find it, you’ll have to walk past the Freeside water supply, the Freeside train yard, and through a pile of rubble before reaching Cerulean Robotics.

Once you reach Cerulean Robotics, go inside.
Inside, you’ll see 2 doors in front of you, go through the left one.

Once you go through the door, look to the right. You’ll see 3 rows of desks. The skill book will be lying behind the chair of the left desk in the middle row of the desks.

Location 2: Lucky Jim Mine
The Lucky Jim Mine is a small shack located just north of Ranger Station Echo.

Once you find the shack, go inside.

The book is located on the floor below the metal shelf in the far left corner of the building.

Location 3: Brooks Tumbleweed Ranch
Brooks Tumbleweed Ranch is located in the far north of the map, located northwest of the Strip.

Once you’re at the ranch, go inside the main building.

After you enter, you’ll see a flight of stairs right in front of you. Go up the stairs and turn left.

Enter the last room.

The book is located on the metal shelf in the far left corner of the room.

Location 4: NCRCF Admin Building
The next book is located within the NCRCF.

Note that this entire area is filled with Powder Gangers. If you have a neutral reputation with them, you will be able to bribe the guard at the front gate to let you in. Otherwise, you’ll have to shoot your way through.

Once you’re outside the NCRCF, you’ll need to bribe or kill Daves to get inside. If you kill him, the key to get inside the Visitor’s Center will be on his corpse.
Enter the Visitor’s Centre and go through the door in the far right of the building and exit out the door you’ll see at the end of the hallway.

Turn right and enter the Admin Building.

Inside the admin building, walk through the door in the bars and turn left.

You’ll see a staircase leading up. Go to the top floor and, if you are shooting your way through, watch out for Eddie, as he has a plasma pistol.

On the second floor, you’ll see 2 doors in front of you, go through the left one.

The table with the skill book will be in the far left corner.

Location 5: The Tampico Theatre
The one in the Tapico Theatre is very easy to find due to its proximity to a main quest objective in one of the final quests of the Dead Money DLC.
Near the end of the DLC, you’ll be instructed to interact with a projector in the Tampico Theatre. Right behind the projector, there is a metal shelf with the book lying on it.

Location 6: The Third Street Municipal Building
The last skill book is located in the Third-Street Municipal Building, within the Lonesome Road DLC.
The Third Street Municipal is located south of the Cave of Abbadon. You’ll pass by the Third Street Municipal Building while you follow the main quest of the DLC.

Once you’re by the building, you’ll see some fallen scaffolding. Use it to climb inside the building.

Once you’re inside the building, go right, you’ll see a drainage pipe. Head there.

Once there, go inside the drainage pipe and follow the cave. Watch out for Tunnellers inside.

Keep following the cave past the broken eyebot.

Eventually, you’ll see a light at the end of the cave, that’s your way out.

Once outside, climb back into the building and go around the corner into the back side of the room.

You’ll see a small metal desk in the back, behind fallen shelves and cabinets. Go there.

You can grab the book from below the metal desk.
