This magical item is hidden in La Bravoure, but you’ll need to do a long quest in Wetlock first. Getting the Flying Carpet will let you access parts of the world that you couldn’t reach before.
Warning: this guide contains minor spoilers for Dragon Quest VII.
Getting the fake Flying Carpet
After you save the Alltrades Abbey in the past, a new island will rise to the east of the Alltrades Abbey island. Sail there to reach La Bravoure.
In town, head to the tavern, listen to the dialogue, then go to the northwestern house and talk to Honoré. He’ll take you to a place and he’ll give you a Flying Carpet. However, when you use it on the world map it won’t work.

Head back to Honoré’s house and give the Flying Carpet back to him. Follow him to the treasure room, then go back to his house and speak to his maid.
She’ll tell you she knows where the real Flying Carpet is, but she’ll only give it to you in exchange for the Mermaid Moon.

Finding the Mermaid Moon
Recommended level: 26
You’ll find this item after helping the people in Wetlock, so you’ll have to restore the third Green Pillar first.
When you get teleported there, walk south to enter Hardlypool. Sleep at the inn and the next day everyone in town will disappear. Head down the stairs on the southeastern corner of the town.

Follow the tunnel until you exit on the other side of the mountain, keep walking south, past the church, and enter Spilt-on Sea. Sleep at the inn and everyone will disappear here too.

Exit Spilt-on Sea and head northeast to reach Wetlock. After a brief cutscene, sleep at the inn there and head to the portal that appeared in the center of the town.

You’ll be teleported to Highendreigh Tower. Ignore the stairs in your starting room, exit through the eastern path, and then take the path northeast to find the stairs to the next floor.
Head south, move the lever to open up a shortcut in the middle, and then go up the stairs on the southwestern corner of this floor.

Use the level to open the gate and you’ll find all the citizens that were disappearing on this floor. Head upstairs on the northeastern corner and talk to Riffer. Pick the first choice when he asks you a question to get a Prayer Ring.

After this, go back to the second floor, which is now inundated, and you’ll find a ship on the eastern side. Get on it.

You can sail the boat to the inundated Wetlock and Spit-on Sea to talk to the people, and they’ll tell you where you need to go. Your next location is the shining circle in the sea, a bit to the west of Spit-on Sea.

Inspect the statue in the middle to open up a passage. Go down the stairs and follow the main path until the end, to reach a couple of puzzle rooms.

The first room is fairly straightforward. You need to press the first two buttons, then take the bridge north and press the next button.

In the next room, go clockwise pressing the first five buttons, skip the sixth one and press the seventh button. You’ll be back at the start of the floor. Head east again and this time the bridge to the south will be up, allowing you to reach the next floor.

You’ll be in the throne room, and a fight will start against three Sunken Spirits. They’re fairly easy and the party will be healed up afterwards. The real boss fight will begin then.

Gracos
1400 HP, can act twice per turn, can cast Chilly Breath, Jolly Roger and Venom Mist.
Riffer will join you in this fight. If any of your party members has Insulatle, cast it immediately to defend your entire party from Chilly Breath. Gracos is immune to Sap, Dazzle and most debuffs, so don’t try them on him.Keep your party buffed with Insulatle and Kabuff, and have Maribel or Ruff healing your party with either Multiheal or Hustle Dance. Doing this he should go down in more or less 10 turns.
After beating Gracos you’ll appear at the tower. Head back to the first floor and before taking the portal, Riffer will come and give you a Green Fragment.

After saving the island, take the teleportal to go back to Wetlock and speak to the mayor, on the second floor of the northwestern building. He’ll let you access the treasury.
Exit the building, step on the raft behind it, and ride it to the west until you reach a door. Speak to the guard there and he’ll let you enter the treasury, where you’ll find the Mermaid Moon in a chest. Make sure to also grab the Green Fragment.

Getting the real Flying Carpet
Now that you have the Mermaid Moon, Zoom back to La Bravoure and give it to the maid. She’ll go to the front of the church and ask you to find the secret entrance.
Inspect the back of the church, the entrance is two tiles away from the back door. Once you find it, get down the stairs and open the chest. After a short dialogue you’ll have the real Flying Carpet.

Congratulations! Now that you have the Flying Carpet, you can fly on it to access locations that you wouldn’t be able to reach on your ship. Besides many optional areas, you’ll need it in the future to recruit a fourth member for your party.
