You’ll find the three Red Fragments to restore this pillar in Al-Balad and Wetlock. Doing this will let you travel to Nottagen, where you can continue the main story.
Warning: This guide contains minor spoilers for Dragon Quest VII.
Finding the first fragment
You’ll need to have cleared the Al-Balad main quest in the past first, so the island appears in the present time. You’ll find the newly risen island sailing to the east of Emberdale.
Once you land on the continent, head to the Temple Palace, on the western side of the desert, and talk to Queen Neferta. After a cutscene, leave the Palace chambers and Zoom to the Shrine of Mysteries to revisit Al-Balad in the past.

Head to the Temple Palace in the past, and inspect the statue in the backroom of the Queen’s chambers. You’ll access a secret treasury where you can find a Gold Bracer, a Mini Medal, 210 gold and the first Red Fragment you need.

Finding the second fragment
Recommended level: 27
You can do this quest as soon as you finish the Wetlock questline in the past, but it’s recommended to do it a bit later when you recruit Sir Mervyn.
You can find the new island by sailing to the north of Frobisher. Head to Wetlock and follow the path north to enter Highendreigh Tower.

From the south side of the tower, go down the stairs and you’ll fight a King Slime. The fight is as easy as a normal minion. Upon defeating him, he’ll join your party and you’ll get an Enclosure Plan. You can use this item later at The Haven to expand the town.

Go back to the first floor and walk to the western edge of the tower. Follow the path north from here and you’ll find the second Red Fragment.

Finding the third fragment
Recommended level: 27
From where you found the previous fragment, walk back a bit and take the stairs nearby, on the northwestern corner. Pull the lever on the middle of the floor to open a shortcut, and head to the southwestern side of the room to find the stairs to the third floor.

Head to the northeastern corner and Goobris, the Slime, will open the gate for you; the stairs to the fourth floor are in this small room.

Take the long path around the fourth floor, going counter-clockwise, until you reach the middle room. If Goobris tells you to be careful with the floor, avoid that path, or you’ll fall to the floor below.

Once you reach the fifth floor, heal your party and get ready for a boss fight.

Galumph
1050 HP, can act twice per turn, can cast Chilly Breath and Cool Breath
Cast Insulatle as soon as you start the fight because the breath attacks can be deadly. Also cast Sap on him and Buff/Kabuff on your party when you have the time. He’s weak to fire spells like Bang and skills with bonus to flying enemies, like Flying Knee and Wing-Clipper. If you don’t have those skills just attack with normal attacks and heal accordingly until he’s finished.
Upon defeat, Galumph will reward you with the last Red Fragment.
You can exit Highendreigh Tower now and Zoom back to the Shrine of Mysteries. Place all the fragments on the northeastern pillar to restore it. Doing this will teleport your party to Nottagen, where you can continue the main quest.
