The Pioneer Town (also known as Immigrant Town) side quest becomes available during Chapter 5 and will ask you to build a town from scratch, recruiting people from all around the world during different stages of the story.
This side quest is entirely optional, but each time you grow the town, you’ll get some decent rewards and new shops will open (the final stage even has a casino!).
Starting Pioneer Town
You’ll be able to start this side quest during Chapter 5, at any point after you recruit Alena into your party.
Go to Mintos and you’ll find out that Hoffman Jr. left his work at an inn to build a town of his own, in the same place where the Desert Bazaar used to be in Chapter 2. You can quickly reach the desert by Zooming to Endor and sailing northwest from there.

Growing Pioneer Town to the first stage
Talk to Hoffman Jr. and he’ll tell you about his idea of building a town. He’ll also ask you to find a person in Laissez Faire who wants to start a new life. That person is the nun in the Laissez Faire church. Talk to her and she’ll travel to the new town.

Get back to the town and you’ll see it has already grown a bit, and it has some new inhabitants. Searching around you’ll find two Mini Medals and a Bunny Tail. There’s also a new item shop in town.

You can also talk to Hoffman Jr. now to choose a name for the town!
Note: at this point you can talk to Hoffman Jr. to configure your town emissary, a character that can travel to other towns from other players in your local proximity. If none of your neighbors play this game don’t worry, as this mechanic is 100% optional and not needed to grow the town.
Growing Pioneer Town to the second stage
Keep playing the main story. After you’ve found the Ultimate Key, go back to the town and talk to Rocky, in the northwestern house. He’ll tell you about someone in Burland’s church who wants to move to a new town.

Travel to Burland and talk about the town to the man in the church, then go to Burland’s inn and talk to his friend too. They will both move to town.

Now that your town grew again, you can find two Mini Medals more, a Seed of Resilience and a Hairband. The item shop will also sell a couple of items more now.

Growing Pioneer Town to the third stage
You can reach this stage after you defeat Estark. Talk to the man in front of the inn and he’ll tell you about a couple looking for a pirate’s treasure in a cave.

If you’ve done the pirate’s treasure side quest to find the Liquid Metal Sword, you already know where this place is (if you haven’t, read our guide on how to do it!).
Zoom to Minikin’s Dominion, get on your air balloon and fly south until you find the cave. Talk to the woman in the first room and the man in the second room to convince them to move to your town.

Now that your town has grown again, you can explore it to find three Mini Medals, a Seed of Magic and a Seed of Strength. The town will also open a second item shop, where you can buy some accessories.

Growing Pioneer Town to the fourth stage
You’ll be able to grow the town again after you talk to the Zenith Dragon, in Zenithia. Zoom to your town and talk to Zack, the man behind the counter of the shop building. He’ll tell you about a monster in Strathbaile’s prison.

Zoom to Strathbaile and open the jail door to let the slime out. Talk to the slime and it’ll move to town.

At this stage, the town will be a lot bigger. You can find two Mini Medals more, a Seed of Wisdom and a Seed of Magic, besides some small items like herbs or gold.

Besides the new armor shop in town, it now has a small dungeon too! You can enter near the item shop and explore it to find a Fire Claw, a Fur Coat and another Mini Medal.

Growing Pioneer Town to the final stage
The final stage of this town can only be done after you defeat the final boss of Chapter 5, thus being in Chapter 6. You’ll need to recruit two NPCs this time.
Talk to the princess at the Inn and to Rocky (the man you talked to in the first stage), to learn about a king in Havre Leon’s Pub and a soldier in Laissez Fare’s Inn.

You simply have to zoom into both places and talk to both characters, they’ll join you without asking any questions.

Your town became a castle now! Explore around a bit to find three Mini Medals.

The item shop will be selling some very expensive weapons now, like the Flail of Destruction and the Miracle Sword. There’s also a new casino in the castle, with different rewards than in Endor’s casino.
As an optional last step, you can find Sultan Farog’s body and heart inside the castle. This will break his curse and turn him into a human again.
To find the heart, walk behind the main stairs in the middle of the main room. You’ll reach a basement with four chests. The one on the top left has the Sultan’s Heart. The other chests have a Mirror Shield, a Ruby of Protection and a Miracle Sword.

The southern door in this room takes you to the new casino. The stairs that go down will take you to another basement where you can find a chest with a Meteorite Bracer.

The Sultan’s Body can be found by going to the southwestern corner of the first floor, to the kitchen, and climbing the stairs you see there. Break the jars in there to find it. There’s also a Mini Medal and a Seed of Agility in this room.

After releasing both, you can go to the throne room and find out that Sultan Farog is no longer a frog! He’s human again. He’ll thank you with two Mini Medals.
