SPOILER WARNING: This guide has spoilers for the Brotherhood of Steel quests “Still in the Dark” and “Eyesight to the Blind”, which, depending on your choices, can also be a part of the main quest. It also has minor spoilers for the quest “Things That Go Boom“.
The Power Armor Training perk is required in order to wear any power armor other than the NCR Salvaged Power Armor.
To get the perk, you must either finish the quest “Eyesight to the Blind” or the “Tend to your Business” quest. The focus on this guide will be on the former as it has the least consequences on the story later on. Starting either quest requires you to finish the quest “Still in the Dark” (the guide for this quest can be found here).
Some useful tips:
- Have Speech of at least 64. Having a speech of 64 or more will skip all combat inside of Vault 3.
- Bring a Rebreather. Finishing the Boomer questline allows you to get the rebreather, which allows you to breathe underwater. This will help you in one stage of the quest involving Vault 11.
Eyesight to the Blind
Speak to the elder again and ask to join the brotherhood. He will give you a task to infiltrate Black Mountain and install a signal transmitter there.
Warning: Black Mountain is filled with Nightkin and Supermutants. Both have high health, carry heavy weapons and can have high armor which makes them extremely dangerous. On top of this, Nightkin can be invisible until they are actively attacking you. Use a weapon with armor piercing ammunition to bypass their armor.
Exit the bunker and head back to the crater where you fought Moe and the centaurs. Go past it and you will see a gate that leads to a road. Go through and follow the supermutant-infested road. You will see the tower that overlooks your destination.

Mutant Camps
Carefully make your way to the top of their hill by following the road.
Eventually, you will find yourself at a small camp. Be very careful here as it can have nearly a dozen mutants guarding it.

Once past the camp, you will be near transmitter tower. This area is guarded by several more nightkin and a unique nightkin right next to the transmitter console. This nightkin carries the unique Anabelle missile launcher making it one of the most lethal enemies in this area as a direct hit from this weapon will essentially kill all but the most heavily armored characters.

Note: As you approach from the road, approach stealthily and try to take out the nightkin with the Anabelle missile launcher first. Most of the other nightkin will be equipped with melee weapons, so they shouldn’t pose as much of an issue.
Once past the nightkin threat, there are two ways of proceeding: The peaceful route that requires a Science skill of 60, or the violent route.
Optional: Repair Rhonda (Peaceful option)
If you have a Science skill of 60 or more, you may go inside the storage room and repair the Mr. Handy that lays on a table on the right side of the room. Once repaired, the robot will ask to be led to Tabitha. Leave the room and Tabitha will speak to you. Let them leave together and you will be able to explore the room with the transmitter console freely. You can skip to the end of this quest Return to the Elder at the end of this guide if you do this. If you don’t have the required Science skill, read on.

Broadcast Building
If you do not have a Science skill of 60, you will be forced to kill Tabitha, a powerful named Nightkin, located near the transmitter console.
Head to the Broadcast Building and navigate past all of the machinery and exit through the back door. Here, you must pick up a hidden key that is buried beneath the metal staircase, next to a set of barrels. Once you pick the key up, you can go up the stairs and enter the 2nd floor of the Broadcast Building.

If you don’t fix Rhonda, you will be forced to fight Tabitha. Kill her, interact with the Radar console and attach the signal transmitter.

This completes the end of your task and you can return to the elder.
Return to the Elder
Return back to the Hidden Valley Bunker and speak to Elder McNamara. Inform him that you finished your mission and he will give you a low condition set of T-45d power armor and helmet, as well as the Power Armor Training perk, allowing you to wear any power armor in the wasteland.
