You need three Red Fragments to restore the last Red Pillar. You can find them from helping Professor Wade in Wetlock, in the Sunken Citadel and from recruiting Sir Mervyn. Restoring this pillar will let you visit Hubble, allowing you to continue the main quest.
Warning: This guide contains spoilers for Dragon Quest VII.
Finding the first fragment
Sir Mervyn will give you this fragment after you recruit him. To do this, you need to have the Flying Carpet first.
As soon as you get the Flying Carpet, a ghost inside Tombes des Héros Inconnus, to the east of La Bravoure, will tell you about a magic stone you’ll need to Sir Mervyn.

Zoom to Estard and talk to Pike, your hero’s uncle, at the tavern. He’ll tell you he sold the stone to a rich collector, Bulgio. You can find clues about his location by visiting El Ciclo and Gröndal.

After doing that, Zoom to L’Arca and use your Flying Carpet to cross the lake to the north and enter the mansion, Palazzio di Bulgio.

Talk to Bulgio in the treasure room and ask for the stone. He won’t give it to you, but after exiting the mansion, he’ll change his mind and join your party, giving you the Sizzling Stone.

Zoom to Gröndal and fly on the Flying Carpet to the south to the nearest island. You’ll see the Tallest Tower on the northwestern part of the island.

This tower has 9 floors, three of which are small labyrinths, but there aren’t any boss fights on this tower.
Once you reach the last floor, talk to Bulgio and pick the first choice, then walk to the altar in the middle and use the Sizzling Stone.

After answering some questions to Sir Mervyn, he’ll join your party! After joining you, he’ll give you the first Red Fragment you need.

You can exit the tower now, going to the previous floor and falling off the edge.
Finding the second fragment
You can do this quest as soon as you finish the Wetlock questline in the past, but it’s recommended to do it after you recruit Sir Mervyn. You can find the new island by sailing to the north of Frobisher.
Head to Wetlock and enter the house on the northwestern corner. Talk to Professor Wade and follow him to another house, to the east of the equipment shop. He’ll ask you to get rid of the monsters in Highendreigh Tower. Exit Wetlock and go there now.

From the south side of the tower, go down the stairs and you’ll fight a King Slime. The fight is as easy as a normal minion. Upon defeating him, he’ll join your party and you’ll get an Enclosure Plan. You can use this item later at The Haven to expand the town.

Go back to the first floor and walk to the western edge of the tower. You’ll see the stairs to the second floor on the northwestern corner.

Pull the lever on the middle of the floor to open a shortcut, and head to the southwestern side of the room to find the stairs to the third floor.

Head to the northeastern corner and Goobris, the Slime, will open the gate for you; the stairs to the fourth floor are in this small room.

Take the long path around the fourth floor, going counter-clockwise, until you reach the middle room. If Goobris tells you to be careful with the floor, avoid that path, or you’ll fall to the floor below.

Once you reach the fifth floor, heal your party and get ready for a boss fight.

Galumph
1050 HP, can act twice per turn, can cast Chilly Breath and Cool Breath
Cast Insulatle as soon as you start the fight because the breath attacks can be deadly. Also cast Sap on him and Buff/Kabuff on your party when you have the time. He’s weak to fire spells like Bang and skills with bonus to flying enemies, like Flying Knee and Wing-Clipper. If you don’t have those skills just attack with normal attacks and heal accordingly until he’s finished. Upon defeat, Galumph will give you a Red Fragment.
Exit the tower and head back to Wetlock. Talk to Professor Wade, head back to Highendreigh Tower and talk to him again, on the third floor.

Go back to Wetlock and take the raft behind his house. Navigate to the west and enter the door under the bar. You’ll find the second Red Fragment in this storage room. There’s also a Seed of Life inside a chest.

Finding the third fragment
Exit Wetlock and go to the southwestern side of the continent. Get on your ship and sail a bit southwest. You’ll find a portal to the Sunken Citadel in the same place it used to be in the past.

Inside the Sunken Citadel, head to the southeastern building to find the third Red Fragment in the northeastern corner.

You have all the fragments you need! You can Zoom back to the Shrine of Mysteries and place them all on the lower left pillar. Doing this will teleport you to Hubble, where you can continue the main story.
