You’ll find the Wind Spirit in the Sanctum of the Cirrus, after summoning the Fire Spirit. You’ll need to recruit her together with the other three elemental spirits to get through the final dungeon in the story.
Warning: this guide contains spoilers for Dragon Quest VII.
Getting to Villa Priores
After getting the Fire Spirit and finding yourself in the Sea Dragon ship, talk to the headsman, Tarr, to dock in Pilchard Bay. Go to the Shrine of Mysteries from here.

Note: you can also talk to Tarr again to land near Alltrades Abbey, in case you need to change your vocations.
Two new teleportals are working in the Shrine of Mysteries. Step on the green one to get teleported to Sanctum of the Cirrus.

Walk all the way back to the base of the sanctum, exit it and head south to Aeolus Vale. In the vale, enter the mayor’s house in the back of the town. After some dialogues, Serafina will join your party.

Exit the town through the western side and go to the southeastern end of the island to find the Ventus Tower. If you’re with Serafina, the guards will let you enter.

The tower looks more like a cave on the inside. Take the path east and follow it until the end to find the stairs to the next floor on the northeastern corner.

On the next floor, open the chest on the way to get a Miracle Sword. Skip the first set of stairs and go up the next stairs, on the western side of the room.

From here, get to the northeastern corner of the room and take the stairs, then walk to the center of the floor to find a ladder. Climb it.

Take the linear path south, take the stairs, and head to the opposite side of the room to find the next set of stairs. Go to the opposite side of the room again and fall off the pit in the middle.

Open the two chests in this room to get a Seed of Resilience and a Seed of Agility. Go up two floors and take the left path until you reach the top. After many linear rooms you’ll be at the altar, approach it and you’ll be transported to Villa Priores.

Getting the Cirrus Surplice
Recommended level: 35
This town looks like a Rubik’s cube, and walking to the edges rotates the entire place. Get familiarized with this mechanic, because the next dungeon will use them.
Walk north from the starting place to get into the Praetor’s house. Break all the pots in the room and he’ll stand up, giving you the Multipleximus Key and the Aeolus Globe. The globe allows you to exit this place, and the key lets you enter the next dungeon.

You can go to the Inn to rest now, or walk behind the house and get into the teleportal to enter Multipleximus Maximus.

This dungeon has true random encounters that you can’t avoid; you won’t see the enemies coming like in the rest of the game.
To get through the first room, walk north twice to turn around the platform.

The next rooms are more complicated. Take the path east, then south, and follow the scaling path that goes southeast, turning the platform when you need to. At the end of the room you’ll see a hole going through the cube. Fall on it and rotate the place once more to get on the next teleportal.

Open the chest with a Shimmering Dress to your right. Walk back and head west twice this time. Get to the southern side of the platform, rotate east, walk a bit south and rotate west again. Fall on the pit to get to the next platform,

Walk south to rotate the platform, and go to the northwestern tip. You’ll see another pit that you can fall through. Rotate to the east and fall on it.

From here, follow the path until it ends, rotate it north once, and then walk south, rotating it twice so you can see the next teleportal.

This is the last room. Just walk south to rotate the place three times. Open the chest in the middle and you’ll start a boss battle.

Macho Picchu
4600 HP, can cast Oomph, Sword Dance, Body Slam and Desperate Attack.
This boss only attacks once per turn, something rare this late in the game. The only thing that could give you some trouble, it’s if he casts Oomph followed by Sword Dance or desperate attack, as that can one-shot your characters. Have one party member casting either Multiheal or Hustle Dance, and attack him with whatever your most damaging skills are. He should fall in no time.
After defeating him, you’ll get the Cirrus Surplice. Take the teleporter in front of you to exit this dungeon.

Before using the Aeolus Globe to exit this place, you can head back to the Praetor’s house and break all the pots once more to get a Hermes Hat from him.

Summoning the Air Spirit
Use the Aeolus Globe to get back to the Ventus Tower. Exit the tower and head for the Sanctum of the Cirrus. Get to the top of the sanctum and interact with the statue there.

The statue will turn into the Wind Spirit. After some dialogues, she’ll agree to help you, and you’ll get the Air Amulet.

Congratulations! This amulet is needed to progress on the final dungeon, but it’s also one of the best accessories you can equip, giving you +50 agility and +15 style. You can also use it as an item in battles to cast a spell similar in power to Swoosh.
Your next step is to recruit the Earth Spirit. If you did that already, the Water Spirit will join you when you get back to the ship.
