You’ll find the pieces you need to restore this pillar in the Roamers Encampment both in the past and the present. Doing this will let you travel to the Alltrades Abbey, where you can continue the main story and choose vocations for your characters!
Warning: This guide contains some spoilers for Dragon Quest VII.
Finding the first fragment
Recommended level: 16
You need to restore the second Red Pillar first. Your party will be teleported to Roamers Island. Walk west from your starting location to reach their encampment. Enter the southern tent to find your first blue fragment.

Helping the Roamers to find the second fragment
Recommended level: 16
You’ll have to do a long questline to get this one. Talk to everyone in the encampment and then talk to the man with a sword guarding the northern tent.
After a dialogue, go and talk to Kiefer by the northwestern tent, then speak to Lala inside the tent. Leave and talk to the old woman on the southeastern side of the encampment to get a potion. Give the potion to Kiefer and follow him inside the tent.

The next day, Kiefer will leave your party. He’ll leave permanently. Exit the encampment through the south and follow the long main road to the northwest. There’s a church on the road where you can save and heal your party.

Cross the mountain pass and rest in the tent by the second encampment. The next day exit through the northwest and go to the Pool of the Cave. You’ll have to rest once more to get inside the cave.

Inside the Poolside Cave, follow the path to your left, circling around the middle wall, going west first and then south, until you reach the next room.

From this room, take the western path to reach the stairs to the next floor. Continue to go west, walking between the two torches, and then turn north. Cross the room without falling into the pits and then follow the path until you find the stairs to the next floor.

After a couple of small rooms and a short dialogue, you’ll reach an area where you’ll have to choose the right path or you’ll start again from the beginning. The right path is always the one without chests. Take the east path first and then the west path.
You can open the chests if you want, but they only have a couple of gold coins each.

Walk all the way south to reach the next room. There’s another magical inscription here. Read it to light up an invisible bridge, allowing you to cross over. Follow the main path until you find two magical bridges. The one on the south leads you to a chest with a Prayer Ring. Take the one to the east to get to the next room.

After a brief cutscene, exit the room through and follow the path north. There’s a Yellow Fragment on the way, so remember to grab it.
You’ll reach the first room but this time the water has lowered. Take the newly opened path to the south to reach the main temple.

After talking to everyone, examine the stone slab in front of Rom Baro, a secret door will open. Enter, and after a pretty long cutscene and exiting the temple room, your quest with the Roamers will be over! Keifer will accompany you to the teleporter that goes back to the present.

Now that you’re back in the present, you only need to go to Estard Castle and tell the king about Keifer’s decision to stay in the past. After a short dialogue, he’ll gift you the next Blue Fragment.

Finding the third fragment
To find the last piece, you’ll have to sail to the new island that appeared after helping the Roamers. You’ll find it sailing to the northeast of Estard.
Land there and head to where the first encampment used to be. There’s an archeological site now. Pay five gold coins to the man guarding the tent to get to the digging site. Enter the pit to your left and you’ll find the third Blue Fragment inside.

You have all the fragments you need! Zoom back to the Shrine of Mysteries and place them on the lower left pillar. Doing this will teleport you to the Alltrades Abbey, where your main story continues (and where you’ll be able to change vocations!).
