Warning: this guide contains spoilers for Dragon Quest VII.
Finding the Divine Shrine
You’ll be able to open the portal to reach the Divine Shrine after you recruit Aishe to your party and complete the Aeolus Vale scenario in the past.
If you remember, there is a bridge to the east of Faraday that takes you to the Pool of Piety, a small temple with a door that couldn’t be opened. Go there.

Enter the temple and talk to the guard on the second floor. Because you completed the Aeolus Vale scenario in the past, you have a Sacred Stone now. Give it to the guard and he’ll unlock the door on the first floor.

Go to the first floor and exit through the north gate. Walk through the lilies and step on the flower to be transported to the Coral Cave.

Unlike other places in the present time, the Coral Cave has enemies, but they’re very under-leveled for this point in the story, so they shouldn’t give you much trouble.
Follow the path northeast and at the bifurcation, take the path south to find a chest with an Enclosure Plan. This optional item can be used to expand the Haven Town. Go back and take the north path to reach the next floor.

Go up the stairs twice and you’ll be on the surface again. Follow the only path available and take the stairs down to go below the waters once more.

Go down one floor and you’ll reach a crossroads between three paths. The path east has a friendly minion asking for help, but you can’t do anything to help him yet. Take the path south and go down another floor to find a Mysterious Fragment. You’ll need it eventually so it’s a good idea to get it now.

Go back to the crossroads and take the path west this time. After a couple of stairs, you’ll be back to the surface again.

There’s a big symbol in the middle of the room. Stand on it and use the Sacred Stone to make a new platform appear to your right. Go there to reach the Divine Shrine.

Getting the Vestment of Virtue
Now that you’re at the Divine Shrine, talk to the guard to enter, then go to the second floor and talk to the blond lady. She’ll give you the Vestment of Virtue.

Congratulations! The Vestment of Virtue is yours. This dress can only be worn by Aishe, and it’s one of the four relics of the Roamers, so you’ll need it at a later point in the story.
Even if its defense is quite lacking, it reduces the damage from all spells (except Zap) by 15 points, which makes it quite useful against some spellcaster bosses. The 45+ style bonus is also useful if you want to try competing at the E.G.O. Style Competition in El Ciclo.
Note: this Divine Shrine also has a pillar where you can place your Mysterious Fragments. Remember this place for when you have more fragments.
