The easiest way to complete the Volare! quest with the best ending in Fallout: New Vegas

Volare! Is a main quest that you’ll have to tackle in one way or another in all 4 main story branches. While it can be skipped entirely, it will result in a worse ending. However, there is a strategy that you can use to completely skip most of the quest, while still getting the best ending for the boomers.

Quick tips before you start the quest:

  • The Rebreather can be obtained during this quest. Completing an optional objective during this quest will allow you to get the Rebreather, which is a piece of apparel that allows you to breathe underwater while you wear it. For detailed instructions on obtaining it, refer to the dedicated guide for the rebreather here.
  • Collect scrap metal throughout your playthrough. The method used in this guide involves giving away a large quantity of scrap metal. While I go into detail on how to get large amounts of it for cheap, gathering it over the course of your playthrough is both cheaper and saves even more time.

Starting the quest

To start the quest, you must make your way toward the Nellis Air Force Base, located northeast of Vegas.

You will see a road that leads between two hills. That is the road that leads to Nellis. 

Follow the road until you see a man wearing pre-war clothing.

You can optionally speak to him. He’ll wager 300 (or 200 with a Barter skill check of 45) caps, betting that you can’t get in and out of Nellis. 

You can accept this wager, but you don’t have to. If you have the 300 caps, it’s not a bad idea to accept the wager, because it’s basically getting 300 caps for free. Simply speak to him again after you return from the base. 

Entering the Nellis Air Force Base

Obtaining scrap metal

Now, to finish the quest, you must get a high enough reputation with the Boomers. There are many ways to do this, however, by far the easiest method is acquiring 50-60 pieces of scrap metal and handing them over to Jack, a Boomer found in the Nellis Hangars.

Scrap Metal is found all over the Mojave Wasteland, here are some locations to explore:

However, the easiest way to consistently get large numbers of scrap metal is to simply buy it from Old Lady Gibson.

Old Lady Gibson lives at the Gibson Scrap Yard, located north of Novac.

She sells anywhere from 3 to 14 pieces of scrap metal every time her merchant inventory restocks.

To acquire the required amount of scrap metal, simply purchase all of her scrap metal, fast travel far away from her (for example Goodsprings), wait for 72 in-game hours, and buy all of her scrap metal again. 

Luckily, each piece of scrap metal shouldn’t cost you more than 4 bottle caps, even with 0 Barter skill.

Do this for as long as you need to until you get enough scrap metal. 

Giving scrap metal to Jack

Once you have enough scrap metal, make your way to Jack. He’s located inside the Nellis Hangars.

Ask him if he needs help with anything. He’ll tell you that he needs you to collect scrap metal for him.

Accept the task, then tell him that you have some scrap metal for him. Tell him to take all of your scrap metal.

This will increase your reputation high enough to progress the quest.

Raising the B-29 Bomber

Next, the quest will tell you to talk to Pearl. Simply follow the quest marker until you reach her house, enter it, and talk to Perl.

She’ll tell you to go talk to Loyal, who’s usually located in the same warehouse as Jack.

Loyal will give you 2 ballasts and a detonator, and ask you to attach them to a sunken B-29 bomber located in Lake Mead. 

If you wish to get the rebreather, this is the point in the quest where you have to do it. After this, the rebreather will become unobtainable. Follow the guide here for more details.

Next, make your way to the B-29 Bomber, located at the bottom of Lake Mead, between Callville Bay and the Fort.

Once you’re there, attach a ballast to each one of the wings. The spots where they can be placed are marked out by see-through representations of the ballasts.

Once both of the ballasts are attached, swim to Callville Bay, located northwest of the B-29. Watch out for the Cazadores that are in the hangar near the shore.

Once on the shore, you’ll have to go to a specific position on the bay. Once you’re in the correct area, Loyal’s detonator will begin to beep.

At this point, you must equip the detonator (it’s in the same area of your inventory as your weapons) and “fire” the detonator, like you would a gun. That will complete the objective.

Finishing the quest

You can now go talk to Loyal to tell him that the mission is over. 

Once you’ve spoken to Loyal, he’ll send you to inform Pearl of your success. Pearl will thank you for your aid. Talking to Pearl finishes the quest and allows you to ask the Boomers for help during the main story.
